Create bureau report
POST/api/v1/negativations
Creates a bureau report for a charge. The record starts as pending and is ONLY submitted to the bureau after human review and approval (legal workflow; negativation.review_required event). Returns 409 if a pending/active report already exists for the same charge and bureau.
